This isn't my thing but i try
Eye-shadow either can be caused by a light enlighten the face or fatigue/lack of sleep
But let's ignore the lack of sleep factors since actually it's not an eye shadow, but a relaxation of Palpebrae muscle due to force of contraction caused by a force to keep awake
Now, the only probable is there is a light enlighten his face
Gimme some time so i can type this thing right

Maybe the only thing i can say is
He is dark, and objects around him is light so it kinda give him some light
He himslef doesn'e emit light
Except this one when he cast a Super Kitakaze chip
Also, his face is white, while his helmet is dark colour
Colour differences could make some kind like a shadow too
And, there are some space between his face and the frontmost part of the helmet
So, if we see him from far away, with some light objects or light coloured things around him i guess you'll gonna see he has some kind of shadow on his inferior palpebrae

Light coloured objects do not reflect enough light to illuminate the remainder of his face that well and your reasons also do not explain why normal Mega doesn't have the same effect, since he isn't very much lighter and also has yellow parts. The yellow parts are also on his helmet where they aren't facing the funny lit up area......
And Hub can't be the cause of the light since Mega IS Hub. That doesn't make sense.

Yes they do! But they don't make shadows that large, at most they only make a small indication of the colour of the object casting the shadow! Even if the object is black!
I'm also pretty sure that DarkMega and Mega's helmets are the same size, the size of the shadows cast should be the same size, if colour did make a difference it would only be in the darkness of the shadow.
You can't deny that the shadows contradict each other
