で in general, is a particle of means. For example: バスで学校に行きます。=>I ride a bus to go to school. In that sense, the bus is your means to get there so as to speak. In Futa's statement, 英語で____ implies a similar idea, in the sense you call the 車 'car' in English - as how its called.
