no. it's a weird system. where it's name+#. there should be repeat numbers. or else battlenet wouldn't work too well.

Well, if someone wished to add me they could be like "hay, join this server so I can friend add you".

It's unique to Number AND name. For example, (unlikely) but I could be Lige#1000 and you could be Futamaru#1000, where as if my alias was also Futamaru, you would be same as previous example and I'd get Futamaru#1001 or so. (It doesn't go in order, it's random, but just for example sake)
Or post-thought, could be like "Add me, my stuff is name#xxxx"
