Well, that's Masuda Method. It was increased from 4x of the original to 5x back in Gen V. It's actually 1/1639 to be exact, but I was just estimating off the top of my head.

For all we know, they could be higher. I do know, for a fact, that they've increased the methods in order to get Shiny Pokemon, so they might have increased the rates too.
