Yeah, quarkboy announced that on ANNCast late last year. I doubt it'll actually succeed -- at least now how he's handling it at the moment. It's a cool idea, but that's really a lot of money to try and come up for old titles no one really cares about. Added to it being a weird looking website and an unknown website too... If it was on Kickstarter, it probably would still have a tough time, but I bet it would get a bit more funding.
