They're charging to "promote" your status, where it is guaranteed that your friends will see it. Facebook keeps track of views - how many people have actually seen each post (check out groups for a visual display of this) - and with lots of people having 200+, 500+, 1000+ friends, it becomes impossible to look at them all. So, for a nominal fee, users are going to be able to promote their posts so that they will show up on people's news feeds, no matter how long ago it was.
It's much different than twitter. If you follow someone they don't randomly hide your tweets from your followers unless you pay.It's no different than Twitter; you can pay to promote your tweets (or at least companies can).

Sorry, mixed up what I typed there, the ten percent is for pages. I run a page, and I know at least that much is true numbers wise.
I am seeing less posts from a lot of people, which is why I set it to notify me when certain people post. Facebook is messing with how much people see.
