It was....
....definitely not that....
The vanilla release of the game ended up being fun and stuff, but armor used to be the only way you could level up after you hit level 20. The grind was fucking bullshit. People used to shoot into a cave enemies would spawn from just for drops....
The DLC's up to this point have sort of helped, but ultimately not fixed the fact that leveling up has sort of sucked. Along with the fact that weapon balancing issues have run rampant.
Also, there's a general lack of content that has been an issue until last patch. Was kind of a lack of things to do....
This update preludes a new DLC that adds a whole new area and stuff to do. More than any previous.
But before the DLC, there is an update that reworks the whole game system to make it more user friendly and fun and less annoying.
And it's just been a long time coming.

Also, looks like they're finally putting a good amount of story in. There's not been enough story in the game.
They regulate to a website. It's fascinating, but it really ought to have been put into the game....

The vanilla game was rushed out by greedy activision publishers.
They have been kind of fixing the game as they've been going along.
