I'm asusming you are referring the Pokemon Adventure personalities, which are not the same charas as the game charas.

yeah - They kind of have no personalities in the games (at least that´s how I feel) - You control them, yes - but you almost never hear them talk

I think in later games, the game charas do develop a sort of persona?
