Reordering of the forums, new forums, deleted forums, etc.

I spent a bit of time here at work and did some forum changes. You'll notice new forums, the lack of some old forums, and forums that aren't where they were before. This of course means that things are being done.

The reordering is not really necessary, but that's cool too. Thanks~ The explanation for each floor is necessary though.

EDIT: Pointing out what Primo said: newstand -> news-stand
