We should be speeding back up

Over the past few days, we've been trying to experiment with ways to get the site to load better, and our latest one... didn't work.

We've reverted and it should be loading a bit quicker :]

Chris cut the number of allowed apache connections in half, thinking it would stop apache from completely dying. It didn't work very well.

I don't know apache really much but... shouldn't you be increasing it instead as long as the ram allows it?
Suggestion:
* Disable access/error log
* Disable hostname lookup
* Disable symlink
* Disable unneeded modules (if cpanel allows it)
Mysql eats loads of memory as well: http://www.mysqlperformanceblog.com/2006/09/29/what-to-tune-in-mysql-server-after-installation/
