Started I think 7-15-06 in JP Manga

There's more to this Penguin.
If anyone has been able to watch TV-Tokyo when the programs aired in the timeslot, you'd be a bit more aware about this Penguin. Basically, during the intro, inbetween segments, there would be a little children's game show, with this Penguin. Basically, he would sometimes give out questions for the hosts to answer. There would also sometimes be little animated segments with the Penguin.
I think the segments started up near the end of the first Ryuusei no Rockman airing. The hosts were still there, but they decided to go witha different route with the timeslot. Now it seems the penguin has about 70% of the timeslot, with the 30% being Duel Masters...
