Excuse me, where is the 4th floor?

Is the DATS forum like that tower from Dragon Ball where there is no 4 floor, but a 4 3/4 floor? It has been bothering me for a while, and I would like to confirm whether I am daydreaming... Is there some dark and terrible secret I know not of?!
