If it's the same as the original game you gotta put the rainbow lightning bug from Forest Haven in a jar and bring it to the camera guy on Windfall Island. He upgrades the camera to have color.

The funny thing is, if you play the Gamecube ISO using an emulator on the PC it becomes HD. How good it looks when you play it really just depends on the hardware rendering it.
